(I agree. She just tries to lighten the mood so her subjects aren't afraid of her, which backfires making people think she's a troll. As far as I'm concerned, Discord is the only canon troll. Celestia wanted to see her student, which is why she showed up during Swarm of the Century. She originally only planned for Spike and Twi to go to the Gala, which is why there were only 2 tix. And maybe she really did want Luna to get her rest, and neither of them could do anything about Discord so she didn't want to bother her.)
